Promotion
Position does not depend on payment alone. In the ranking formula promotion is a multiplier, not an addend: a routing that does not work cannot be bought to the top at any price.

Strengthens placement in the ordinary listing. The routing stays in the shared list and can still be outranked — this is a boost, not a guaranteed slot.

A separate labelled slot above the catalog. It does not touch the organic listing at all — a paid place is always marked as paid.

The slot is decided by bid multiplied by routing quality. A modest bid on a working profile therefore beats a large bid on a broken one, and while a routing is marked as not working promotion has no effect at all.
